Lift Federal Ban on Syringe Exchange (www.harmreduction.org)
The laws preventing D.C. from using its local funds for needle exchange to slow the spread of AIDS are history. They were struck down originally in a historic vote which removed for the first time since 1998, language in appropriations bills that prevent D.C. from using its local funds for needle exchange. It eventually became law once the Omnibus Spending bill for 2008 was signed in December. Unfortunately, the victory in D.C. is only a part of the battle and does not remove one of the key barriers to an effective health policy against AIDS that must include needle exchange.
